This is what I believe to be true:
All students with disabilities are covered under Section 504
Students who are in need of an IEP are covered under IDEA
Under Section 504 - there may be a student with diabetes or hemophilia (these are examples of disabilities) but they are not in need of an IEP, so their needs are captured under a 504.
There is a nice chart located in the library tab of this page. IDEA is located in the center of the bullseye, Section 504 is in the middle and ADA is the outermost circle of the bullseye. I made a copy and wrote all over mine to help me sort out one layer from the other.

The ADA guarantees the rights of all individuals with disabilities and particularly the right to physical access to public buildings. FERPA protects the privacy of educational records.
