    I'm gonna go with A because it states "authoritative".  The Standards of practice are guidelines and not actual law.

The standards are authoritative statements of the duties that all registered nurses, regardless of role, population, or specialty, are expected to perform competently."     My answer is A. The State is the authoritative level in providing policies and regulations for nursing practice. The other answers give recommendations and guidance on intervention in best practices.

    This question made me think about Local, State, and Federal levels of public health

    Here's why, 'Authoritative" is the key word. In the School Nursing Certification Review page 234, Standards of Practice for School Nursing Standard 1. Assessment it states. The school nurse collects pertinent data and information relative to the student's health or the situation.

    I would choose "D" School Nursing Scope & Standards of practice would be the authoritative "guide" for collecting health data for the school nurse. This answer is my first instinct. 

    I do think "A" could be correct as well but thinking nationally not locally.

    I think this has been an interesting process, I could tell you were thinking. There is a more recent Scope and Standards and I will have to see exactly what that says.  If you think about your state NPA there is probably nothing in there about school nursing specifically, and the statement states for the school nurse, so that takes A out.

    Does the PCP know anything about collecting health data in school?, physical assessment data is only 1 piece, that leaves only D
